This deck provides the demographic data of students in foster care enrolled across California schools on Census Day--the first Wednesday of October. This snapshot, referred to as annual enrollment, serves as the foundation for calculating unduplicated pupil counts used in the Local Control Funding Formula (LCFF), which determines funding allocations for schools and districts. As the new school year begins, we hope this data informs and strengthens your program plans with foster youth. We start by providing an overview of foster youth demographic data at the state level before taking a dive into county demographic by FYSCP region.

Foster or Not? Understanding the LCFF Foster Youth Definition, the CALPADS Foster Match and Identification Best Practices

Explore definitions, tools and best practices supporting foster youth identification for school district and COE programs. Students in foster care are often difficult to identify because they are highly mobile, and their data can be complex or seemingly unavailable to education partners. In this webinar participants will review the CDE Foster Youth Definitions Chart, the CALPADS foster match process and related data systems. Participants will also explore troubleshooting strategies and best practices for aligning data between multiple systems. This event is open to FYSCP staff and school district foster youth staff.

Trauma Responsive Schools for Educators Working with Students in Foster Care

This webinar will provide an overview of the effects of trauma and a deeper understanding of how trauma specifically impacts students in the foster care system. This training will explore the unique challenges our students face and equip educators with knowledge to create trauma-responsive learning environments that support academic, social, and emotional needs. The FYSCP coordinator should attend the meeting for their designated region whenever possible and may attend one regional meeting for each fall and spring session.
